Community Manager (Meadville, PA/ Warren, PA/ Waterford, PA)
HANDS

Description of Position:
Located in Erie, PA, Housing and Neighborhood Development Service (HANDS) is a mission based entrepreneurial non-profit agency dedicated to providing affordable and appropriate housing for persons who are in need of safe and affordable housing.

Under the direct supervision of the Director of Community Management and Social Services, the Property Manager is responsible for the quality implementation and quality control of all regulations, policies and procedures relating to the daily operations and related resident management of two residential properties located in Meadville, PA, Warren, PA and Waterford, PA. May also supervise the Assistant Property Manager and Social Service Coordinator.

Duties and Responsibilities:
• Assure compliance with the Pennsylvania State Landlord/Tenant laws, HUD Occupancy Regulations, PHFA Occupancy Standards, Fair Housing Laws, the Section 8 Minimum Property Standards, and the City Zoning and Housing Codes, and all other applicable regulations.
• Work with Assistant Property Manager to ensure the accurate and timely review of housing applications and the verification of applicant’s information.
• Prepare tenant certifications using the property management software.
• Educate residents on the terms of their lease, rules and regulations pertaining to HUD and/or PHFA, and the building rules. Serve as the agency's liaison to Residents' Council where applicable.
• Work with residents to resolve complaints and/or disputes. Encourage residents’ involvement in activities to enhance their quality of life. Counsel residents and their families on ways to improve the residents’ living environment. Advise Director of Community Management and Social Services of reoccurring problems with residents and make recommendations for dealing with problematic tenants.
• Regulate building and unit inspection activity. Ensure that timely and periodic inspections are scheduled and occur on a semi-annual and/or as needed basis, and take appropriate action (e.g. referral to appropriate agency, eviction, etc.) for residents who do not meet minimum HANDS standards.
• Work closely with the Service Technicians to assure that all maintenance standards are being met and to establish and implement a preventative maintenance schedule. Generate work orders when necessary, and close them out in a timely manner when complete.
• Work with residents for collection of delinquent and follows eviction procedures, as set forth by the State Landlord Tenant Laws, HUD Regulations, tenant lease and Agency policies and procedures. Assure that tenant receivables do not exceed established maximum level.
• Monitor the monthly operating budget and assist in the preparation of the annual budget.
• Coordinate and direct all security activities, manage security programs with the security company and local law enforcement officials, develop programs to combat illegal activity.
• Facilitate front line and administrative activities, as needed.
• Respond to trouble calls 24/7 and ascertains and implements the correct course of action.
• Assist the Director of Community Management and Social Services as required.
• Perform other duties as assigned.

Qualifications:
• Four-year college degree in a related area or equivalent work experience
• Knowledge of real estate. Course work in real estate and real estate license desirable
• Good communication skills, both verbal and written
• Well organized, accurate, and good attention to detail
• Ability to maintain the standards of HANDS, HUD, PHFA and other affiliated entities
