CFO/Director of Finance (Erie, Pennsylvania) HANDS
Description of Position: Located in Erie, PA, Housing and Neighborhood Development Service (HANDS) is a community-based non-profit agency dedicated to providing affordable and appropriate housing for persons who are in need of safe and affordable housing.
Under the direct supervision of the President/CEO, this position is responsible for overall administration of internal accounting and financial matters and will provide fiscal/financial management and control for the organization. Responsible for providing financial strategic leadership for the organization by working with the Executive Management Team to establish long-range goals, strategies, plans, and policies. Must be a leader, as well as a team player, and possess excellent verbal and written communication skills. Excellent analytical skills are also required. Must embrace new technologies and systems.
Duties and Responsibilities: • Plan, develop, organize, implement, direct, and analyze the organization's fiscal function and performance.
• Coordinate and direct the financial planning, budgeting, compliance with procurement policy, and investment activities of organization.
• Develop and maintain an accounting system that meets the reporting requirements of HUD, FAS 66, FAS 67, FAS 116 and FAS 117 and all other applicable FAS requirements.
• Coordinate the preparation of the annual operating budgets consistent with HUD, PHFA and other funders' guidelines.
• Oversee the receipt, disbursement, banking and custody of funds, securities, and financial instruments.
• Oversee the preparation of monthly development draws to HUD, PHFA and other funders.
• Monitor and conduct internal audits of the organization's accounts and financial transactions to ensure compliance with state and federal requirements.
• Supervise and evaluate the performance of accounting, information technology and other financial staff.
Qualifications: • Formal education in accounting required. Masters degree (MBA) preferred; or minimum of ten years related experience with a BA in a related field and/or training; or equivalent combination of education and experience.
• Ability to analyze and interpret financial statements, budgets and long-term forecasts.
• Thorough understanding of nonprofit and fund accounting, bookkeeping, financial management information requirements, and regulatory agencies’ reporting requirements.
• Familiar with affordable housing programs and various funding resources that benefit low-income individuals (i.e. HUD, FHLB, PHFA, DCED, HOME, CDBG, and other related funding sources)
• Knowledge of MS Great Plains Dynamics and Management Plus or other property management software is beneficial
Compensation: Negotiable
